Alexandra Jellerette, M.A. President
Alexandra Jellerette is co-founder and president of Zane Networks (ZaneNet), a health information technology/information technology company. Starting with a small initial investment, Alexandra has overseen the company’s phenomenal growth, with annual sales growing over 100% annually in the last three years. As president, she has managed ZaneNet’s certification processes, gaining certification as an SBA 8(a) business and an MBE certified business with established government contracts.
Since working full time with ZaneNet, Alexandra has guided the strategic focus of the company and worked with other senior managers of the company to produce continued success. She has led the reorganization of ZaneNet’s operations and human resources structure, providing a strong infrastructure designed for long-term growth. Truly passionate about developing people, Alexandra has strengthened ZaneNet’s commitment to employee communications and professional development. She also continues to lead project teams, managing web development projects, online and print publications and other technology-based solutions for institutions, businesses and nonprofits.
A graduate of Wellesley College and American University, Alexandra began her career in education and international education projects. In addition to teaching and training, she also was responsible for developing publications and research projects focusing on education policy, especially related to disparities in the provision of education. Attracted to the role of technology in teaching others, she and co-owner Luigi Leblanc started ZaneNet in 2000.
Alexandra believes in actively supporting the community and is on the board of several community organizations and associations including a Montgomery County Executive Advisory Group, the Women Business Owners Association, the Prince George’s Chamber of Commerce and a board of a local school.

Luigi Leblanc, M.P.H. Technology Director
Luigi Leblanc is an electronic engineer and public health professional with over 9 years of experience in Telemedicine/Telecommunications technologies. Mr. Leblanc has served as a telemedicine program manager for several projects, both domestic and international, overseeing the technical and administrative responsibilities inherent to distance learning, multimedia and clinical teleconsultation networks. He specializes in the design of telehealth networks that integrate telecommunications, LAN/WAN networks, and Internet technologies. He was instrumental in the development and deployment of the Howard University Internet Teaching Tool (EMITT), an online tutorial that combines video and text to teach residents at the University of the Transkei, and Umtata General Hospital South Africa how to treat various conditions in the emergency department. Mr. Leblanc has also served as the technical manager in many projects that require the collaborative efforts of both healthcare providers and systems engineers. He serves a technology consultant to two Health information technology research initiatives, focusing on patient self management of their diabetes and hypertension through a personalized web portal, that combines social networking concepts, e-learning, online collaborations, an electronic Medical Record, and a Patient Health Record. |

Ernest Carter, M.D., Ph.D., Medical Director
Dr. Carter is a healthcare and engineering professional as well as entrepreneur with over 26 years experience in the practice and management of medicine, 16 years in teaching, and implementing biomedical and medical technology programs, and 9 years in managing telemedicine startups. He has designed and implemented projects such as the Howard University/US Virgin Islands Telemedicine project, the Emergency Medicine Internet Teaching Tool, Urban Asthma TeleHealth Care, and Howard University’s partnership with the Global Development Learning Network. He is published in the field of bioengineering and is a current member of the Board of Regents of the National Library of Medicine. His professional affiliations include IEEE Engineering in Medicine and Biology, American Telemedicine Association, American Medical Informatics Association and American Academy of Pediatrics.
Dr. Carter received his Ph.D. in bioengineering from the University of Pennsylvania. Dr. Carter is a board-certified in Pediatrics and received his MD from Harvard Medical School and his Bachelor of Arts in Physics from Harvard College. His medical expertise includes extensive knowledge in the management, planning, and operations of pediatric and newborn services. He also was an Assistant Professor and Associate Director of Materials Science Research Center in the Howard University’s Department of Electrical Engineering. His area of expertise was the electrical properties of the human body. Prior leadership positions in engineering and medicine have included being Medical Director of Pediatric Services at Misericordia Hospital in Philadelphia, where he designed, planned, and implemented a new inpatient level I + newborn care service and built a new outpatient pediatric service for the West Philadelphia community; Associate Director and cofounder of a level II neonatal intensive care unit at Methodist Hospital in Philadelphia; Vice president of Virgo Carter Pediatrics of Silver Spring, Maryland; Founder and President of Telemedicine Solutions International, a telemedicine company that designed and implemented telehealth systems in the US and Caribbean for three years; and director and founder of the Howard University TeleHealth Sciences and Advanced Technology Center, which has been in existence for the last 6 years. |

Harriet Washington, Vice President of Operations
Harriet Washington has over 25 years of international experience working with international organizations and living and traveling in Africa. With 10 years of experience in the Telehealth, telemedicine, and video teleconferencing, Ms. Washington is responsible for the daily operation and management of VMRx, and has coordination responsibilities for personnel and projects. She worked for the Peace Corps, Office of the Director, within the first three months of that agency’s inception and remained there for 10 years, working in overseas personnel recruitment and later in the Office of Congressional Affairs. She worked overseas for the U.S. Agency for International Development (USAID) for twelve (12) years, working and living in Ghana, Cote d’Ivoire, and Cameroon, where her job responsibilities were in the areas of office management and staff support, personnel administration, training and conference coordination. For the past 10 years Ms. Washington has worked in the Telehealth, telemedicine, and video teleconferencing arena with multiple organizations. During this period, she has worked on Telehealth and video teleconferencing initiatives in the United States, including the US Virgin Islands and internationally. On a regular basis, she has been an integral part of several Telehealth assessment teams’ site visits. In May 2001, Ms. Washington began work at the Howard University Telehealth Sciences and Advanced Technology Center (HUTSATC), where she currently works part-time as Project Coordinator and prepares and oversees all project budgets. Ms. Washington has trained staff and streamlined office procedures to make office operations more efficient. |

Nicole Jellerette, Website Developer/Business Analyst
An experienced web developer with knowledge of web and database development software and content management systems, Ms. Jellerette has over 10 years of experience working for companies on large scale technology projects. As a business analyst, Ms. Jellerette is able to grasp the overall picture of a project and bring the client’s wishes to fruition, enjoying the challenge of learning and configuring new software. She has studied object oriented programming logic/Java at New York University and continues to educate herself on the latest technologies for the web. Ms. Jellerette loves to travel and meet people in all different fields of work that utilize the web. |

May Lam, Website/Graphic Designer
After graduating with a degree in Graphic Design and Illustration, May Lam has worked as a graphic designer for companies specializing in print and web design. As an expert designer, she served as lead web designer for an interactive advertising company. She has worked on projects for high profile clients such as Sara Lee, Abbott Laboratory, St. Luke’s Medical Center, UPS, and Novartis. She loves technology, specializing in Photoshop. An independent consultant since 2003, she has worked with ZaneNet for two years. |

She has been working as a professional web designer, completing websites for organizations, associations and educational institutions. Her specialty is creating standards-compliant design solutions. Linda Robinson, Editor/Writer
Ms. Robinson has spent over 30 years as an editor and writer, working with publishers and institutional clients as a proposal writer, an editor of scholarly and academic books, information director of a housing agency, and reference librarian. She has helped scientists present work to the public and doctoral candidates complete dissertations. She has been recognized as an invaluable consultant on style, compositional structure, and clarity. |

Randy K. Stainback , VTC Lead Technician
Currently, Randy is the lead technician for ZaneNet at Walter Reed Army Medical Center, where he manages the teleconferencing systems for 40 conference rooms. In this capacity, he determines client needs and assesses with vendors the best solutions and appropriate equipment. In addition, he provides customer support throughout the hospital for existing VTC systems as well as other AV and IT needs.
Before joining ZaneNet, he worked as an installation technician and a rack builder, earning his AV certificates and CTS, at Exhibit One Corporation, named a Top Ten Small Business three years in a row. His previous experience in video includes 10 years in broadcast television as a technician in the control rooms of four companies, including Fox Sports. During his earlier career in audio, he worked for Sony Music Studios in Santa Monica and interned in Hanz Zimmers’ recording studio. Randy Stainback is a certified audiovisual technician and a Tandberg Certified Technical Associate, with certificates in AV Installation, Essentials of AV, and Crestron Commercial Design. He is experienced in using Polycom and Crestron in custom AV and videoconferencing systems.

DaMarus Seahorn, VTC Technician |

DaMarus Seahorn serves as a VTC technician for ZaneNet at Walter Reed Army Medical Center, where he supports multi-media events for educational, administrative and distance learning events. DaMarus provides VTC network technical support and maintenance of network base end points and provides recommendations and guidance to the on-site Project Manager (PM) for improved VTC services through equipment upgrades or new technologies that will enhance overall customer support and operational efficiency on an annual basis. As a VTC technician, he handles all technical aspects, including diagnostics, resolving equipment failures and re-establishing connections.
DaMarus has prior experience troubleshooting and maintaining PC, videoconferencing, and desktop applications. He is knowledgeable about the Avaya/UNIX PBX Switch Administration, Microsoft Office and Microsoft Infopath and experienced with Polycom, Creston, Punch Blocks, Tone Tracers, Repeaters, and Cross-Connect.
With exceptional leadership, organizational, oral/written communication, interpersonal, analytical, and problem resolution skills, he thrives in both independent and collaborative work environments. A quick study, able both to grasp and apply new ideas, concepts, methods and technologies, DaMarus is a key member of the ZaneNet team at Walter Reed.
